Prior to this contracting with OSC, the V-22 program had an ad hoc and reactive obsolescence management process. In a few cases, this approach had resulted in forced redesign due to obsolescence, which is always expensive. Since the inception of AVCOM, the V-22 program has made great strides to build an effective Obsolescence Management Team, Obsolescence Management Plan and Process. The number of cases resolved has steadily increased from year to year (17, 120, 246). The average cycle time for case resolutions has been dramatically reduced from greater than 300 days to less than 50 days.
Engineering time for the tedious data collection for case sheets has been virtually eliminated by the "Quick Look" case sheets that are auto-generated from AVCOM.
Cost avoidance for the Navy-endorsed calculation procedure for 2005 was $27M and has already exceeded $10M for 2006. With the successes of the Obsolescence Management Plan and Processes, the V-22 program has achieved status as the leading program for obsolescence management for the Navy.
